Right you are, except that I must point out that, as the Federal government is the creature of the states, what we're really talking about here, very technically, isn't state nullification, but, rather, the withholding of state ratification of Federal initiatives.
This principle must be FIRMLY established before the "Council of Governors" gains traction, as the creation of the 10 FEMA regions represents a blatant effort to replace the several states, which are the progenitors and Constitutional masters of the Federal government, with political subdivisions of the United States which are the creature of the Federal government, responsible only to the Federal government.
Except for this rather abstract point, which I offer as an addition, rather than as a correction, I fully ratify your post.
