Mark Pritchard: I recently asked a Minister, who some people might expect to know, what the five threat levels were and he struggled. I confess, as probably the most junior Member of this Committee, that I might struggle as well. It would be unfair to ask you to name those five levels. However, if you want to volunteer, you can.
Sir Kim Darroch: I thought that your iteration was extremely generous and I am going to take advantage of it, if I may.

Mark Pritchard: Thank you, but I hope that I have made the point that it is complex. I am sure that you know, but if Ministers and even junior MPs like me, and perhaps people within the civil contingencies secretariat or even support staff at the National Security Council, do not know, then certainly Mr and Mrs Jones down the Dog & Duck or walking down Whitehall will not know. They should know in order that they become more aware and more alert, especially as we face the Olympics.

Lord Harris of Haringey: Let me move on to a slightly different issue. The Home Secretary has talked about considering the best form of organisation for counterterrorism within the UK, particularly in terms of policing, once the Olympics are out of the way, which is now not very far away. There has certainly been a lot of discussion about whether counterterrorism policing might move into the new National Crime Agency.
Will this be a matter for the National Security Council, or will it simply be left to the Home Office and the
Home Secretary? What do you see as being the main principles that ought to underpin such considerations?
Sir Kim Darroch: On whether the issue will brought to the National Security Council, I cannot give an absolute guarantee as I do not know the answer to that. I expect that, if the Home Secretary has proposals about how we do counterterrorism post the Olympics, whether for formal agreement or simply as a consciousness-raising or information exercise, they will feature on the National Security Council’s agenda.------------------------------------------------------------
