It's built in the Lower River Lea Estuary/Valley, which, from the document below does have a history of flooding but only a Major one in 1957 and 1953 and then in areas where the Lea Valley Authority tells us the Olympic village and Paralympic Legacy would have 'then' been lightly affected. In normal conditions the Lower Lea Valley it seems is only a moderate Flood-Risk Area.

So could the suggested, speculated, 'now officially sanctioned' EVACUATION of LONDON, be something to do with a FLOOD EVENT.
