(MAJOR disclosure here: I attended law school along with Dean Esserman, the current Chief of Police of Providence, although we've never spoken to one another (neither back then nor now) so long as I can recall.)
But, anyways, I must say that, in my RECENT experience, the Providence Police Department have conducted themselves in a high degree of conformity with the Constitution of the United States (which includes an incident I witnessed this very morning, in which about a dozen cops responded to an incident involving an extremely spaced-out looking guy, who clearly needed medical attention rather than punishment as a criminal, and, surely enough, he left the scene in an ambulance, not a police cruiser).
Does the following report seem to you to be a set-up of a non-Fed-slave police chief?
